CRZ : PERMISSION FOR BUND AND GROYNES IN STATE LEVEL

NEW DELHI : The permission will be granted to the Coastal Zone Management Authority for the construction works of bunds, boat jetties, check dams and pulimuttu in Coastal Regulation Zone (CRZ) . This was also included in the amendments made by the Union Ministry of Forests and Environment in Coastal Control Notification 2019. The change is in the condition that the Ministry of Forests and Environment should give permission on the recommendation of the authority in the areas falling under CRD1 and CRZ4.

CERTAIN OTHER PROVISIONS

 In case of projects falling within the scope of Environmental Impact Assessment, the recommendation of the Regional Coastal Management Authority should be given to the State Environmental Impact Assessment Authority or the Central Government. However, the Central Government will decide on the projects which do not come under the scope of Environmental Impact Assessment Notification but fall under the scope of CRD1 and CRZ4. Meanwhile, the decision on nuclear power and defense projects in this sector will rest with the Union Ministry. A decision must be taken within 60 days of receiving a full recommendation on applications seeking permission for permitted activities.

 An Integrated Island Management Plan (IIMP) applicable to the small islands of Lakshadweep and Andaman and Nicobar may be drawn up by the respective Union Territories. It has been clarified that till this is submitted to the Central Government, the provisions of the new notification will not come into force and instead the Coastal Control Zone Notification 2011 will come into effect.

 According to the Special Amendment Notification on the island Coastal Management Area, no prior permission is required for traditional coastal residents to collect beach side remains for food consumption of domestic animals, poultry etc.

 Map of Coastal Control Zone by Government recognized agency and Coastal Environmentally Sensitive Zone National Center for Sustainable Coastal Management will also be designated.
