Kerala Introduces Dedicated Housing Support Under the Mazhavillu Scheme

Access to safe housing is one of the most fundamental human needs. Recognizing the housing challenges faced by transgender individuals, the Government of Kerala has strengthened its social welfare initiatives through the Mazhavillu Housing Scheme, a dedicated program designed to help eligible transgender persons own a secure home.

The scheme provides financial assistance for purchasing land, constructing a house, or completing housing projects, making it one of the state's most inclusive housing initiatives.


What is the Mazhavillu Housing Scheme?

The Mazhavillu Housing Scheme is implemented by the Department of Social Justice, Government of Kerala. It aims to improve housing security for transgender individuals who often face social exclusion, financial hardship, and limited access to stable accommodation.

The scheme offers different levels of financial support depending on the applicant's current housing status.


Categories of Financial Assistance

1. Gap Funding for Existing Housing Beneficiaries

Eligible transgender persons who are already beneficiaries of housing schemes such as:

  • LIFE Mission
  • PMAY (Urban)
  • Kudumbashree
  • Local Self Government Institution (LSGI) housing projects

can receive financial gap assistance of up to ₹2 lakh to complete or strengthen their housing project.


2. Housing Assistance for Landowners

Applicants who already own land but are not beneficiaries of other government housing schemes can receive financial assistance of up to ₹6 lakh for constructing a new house.

This support is intended for individuals who possess land but lack sufficient financial resources to build a home.


3. Full Housing Support for Landless Applicants

The highest level of support under the Mazhavillu Scheme is available for transgender persons who own neither land nor a house.

Eligible beneficiaries may receive assistance of up to ₹15 lakh, which can be utilized for:

  • Purchasing land
  • Constructing a residential house

This category addresses complete housing insecurity and provides comprehensive financial support.


Eligibility Criteria

Applicants generally need to satisfy the following conditions:

  • Minimum age of 21 years
  • Valid Transgender Identity Card or Certificate
  • Kerala resident for at least 10 years
  • Annual family income not exceeding ₹5 lakh
  • Meet the eligibility conditions applicable to the respective assistance category

Additional requirements vary depending on whether the applicant already owns land or is enrolled in another housing scheme.
