Thiruvananthapuram : The state government has started a process to collect 1% of

construction workers welfare fund cess online through local bodies as soon as private buildings are

constructed after spending more than 10 lakhs rupees. The Information Kerala Mission (IKM) will

update the software of local bodies paying building construction fees within two months. As soon as

the construction of the building is completed, the amount will be collected through the local bodies

and transferred to the welfare fund of the labour board and the building owner will get the receipt

online.


The provisions will also cover the issue of a building completion certificate from the local

body if only pay for the cess will be included. According to the construction labour welfare Fund Cess

Act introduced by the Centre under the leadership of the Labour Department, the cess collection is

inefficient although there has been cess collection in the state since 1995. The amount is to be used for

the welfare schemes of around 20 lakhs members of the State Construction Workers Board. A higher

level committee of officials has been assigned to intensifying cess collection.       (27 July 2022)
